Since publishing its first Airport Surface Access Strategy in July 2000, London Luton Airport has seen increased passenger throughput whilst achieving a significant shift in the proportion of its passengers and employees travelling by public transport. This success has been achieved through the development of strong partnerships with key stakeholders, commitment from its public transport operators and the support of the Airport Transport Forum. This ASAS sets out challenging new targets, with a view to building on this success. This document has been prepared to reflect the Department for Transport’s Guidance on Airport Transport Forums and Airport Surface Access Strategies (1999), and has been subject to stakeholder and public consultation.
