Title: Control of Contractors Office Manager (COCO)

Department: Technical Services Department

Reports to: Maintenance Operations Manager

Direct reports: 2

Work patterns: 37-hour week.

Main purpose of post:

We are seeking a skilled and proactive Control of Contractors Manager to lead a small but dedicated team responsible for overseeing all contractor-related activities across LLA. This role is central to ensuring that all contractor operations are conducted safely, efficiently, and in line with regulatory and internal standards.

You will act as the accountable person for the Contractor Management System (CMS) and will be expected to build strong relationships with key stakeholders across departments. The role includes continuous improvement of contractor processes, regular audits, data reporting, and real-time engagement with contractors on-site.

Due to the nature of the organization there is a requirement to be available out of hours supporting contractor audits and in the event of a significant incident.

Key tasks & principal accountabilities:

The principal role covers LLA’s building estates portfolio and can require the candidate to fulfil such duties as;

1. Contractor Management System (CMS)

• Manage the CMS to meet LLA policies and procedures

• Carry out assurance checks of the CMS principles and accountabilities to make sure compliance is adhered to.

• Provide monthly reports detailing compliance and any escalation that’s required.

• Carry out yearly review of the CMS and update accordingly.

• Manage the “Concerto FM” Contract and system performance.

2. Contractor Management

• Manage the team responsible for overseeing all contractor-related activities across LLA, & support the contractor management processes including;

• Review RAMS for Work Authorisation

• Issue Work PTW and carry out continuous review of the performance of the process via table top exercises and onsite Continuous Improvement (CI) checks.

• Carry out site wide CI assessments.

• Create further collaboration and understanding with all contractors leading to an improved safety culture.

• Conduct regular compliance audits and ensure adherence to health, safety, and environmental regulations.

• Lead any investigations linked to contractors' failure of process or near miss/accident or incident.

• Track and log the effectiveness of onsite contractor access to the site.

3. Reporting:- Take responsibility for-

• Providing monthly performance reports to the Head of TSD, focusing on key performance metrics.

• Chair TSD contractor quarterly forum for Framework suppliers and Service providers.

• Continually seek and present improvements to the CMS, contractor performance and on-site performance.

4. Team Leadership and Training

• Lead and mentor the Team in their day-to-day responsibilities.

• Provide training and development opportunities to ensure the team’s skills align with the role's requirements.

• Foster a culture of safety, compliance, and operational excellence within the team.

5. Delivering the LLA Way

• Contribute to delivering a great guest experience by performing your role with accuracy and efficiency. Recognising that every task whether guest facing or behind the scenes contributes to supporting the company’s overall LLA Way Strategy and service standards.

• Proactively and positively promote the LLA Way initiatives and projects with all employees and the wider airport community.

Knowledge, skills & experience:

The ideal candidate is expected to hold and have some experience and knowledge in the following:

  • Experience of the Management of Contractors from an engineering/safety perspective.
  • Proficiency in CMS systems
  • Strong organizational and data collection, presenting skills.
  • Excellent communication and stakeholder coordination abilities.
  • H&S professional with a comprehensive knowledge of compliance standards, health and safety regulations, and contractor management practices.
  • Experience managing and developing a Team
  • Nebosh qualificationor equivalent in H&S
