Title: IT PMO & Demand Manager

Reports to: IT Portfolio Manager

Work patterns: Monday to Friday 9 am to 5:30 pm (excluding Bank Holidays)

Department Overview:

The IT Department at London Luton Airport manages information and operational technology across the airport, with teams responsible for IT Operations & Service Delivery, IT Infrastructure, Cyber & Information Security, BI & Data Science, and Project & Portfolio Management.

About the role:

Reporting to the IT Portfolio Manager, the IT PMO & Demand Manager is responsible for the IT department’s demand management process for new project requests, whilst ensuring approved projects and change initiatives are delivered in line with expectations.

The IT PMO & Demand Manager is the custodian of our IT Project Management Framework and its supporting policies and processes, working closely with the IT Portfolio Manager and other IT departmental managers to provide overarching governance and assurance of our IT change portfolio.

Key responsibilities:

  • Governance and framework: Ownership and improvement of the IT Project Management Framework and associated governance boards, including the IT Portfolio Review Board, the New Demand Meeting, and project stage gate reviews.

  • Policy and process: Ownership and improvement of PMO policies and processes, such as risk management, resource management, project change control, and cost management.

  • Project and portfolio performance: Designing and producing regular management information to provide the IT Portfolio Manager and Head of IT with confidence that projects are being managed well.

  • Resource management: Providing IT departmental managers with a centralised view of supply and demand for resources, with recommendations for optimising resource allocation or bringing in temporary resources through one of our partner frameworks.

  • Tools, processes, and continuous improvement: Identifying and implementing tooling that complements and supports the execution of the IT Project Management Framework, adopting a continuous-improvement mindset to continually refine our ways of working.

  • Communications: Providing periodic updates to the IT Department, the Senior Management Team, and the wider airport community on project updates, recent successes, or other matters regarding the IT project portfolio.

  • Contribute to delivering a great guest experience by performing your role with accuracy and efficiency. Recognising that every task, whether guest-facing or behind the scenes, contributes to supporting the company’s overall LLA Way Strategy and service standards.

  • Proactively and positively promote the LLA Way initiatives and projects with all employees and the wider airport community.

Key requirements for the role

Essential

  • A minimum of 3 years working in a Project, Programme, or Portfolio Management Office.

  • A strong governance background with a track record of ensuring projects are performing in line with PMO processes and a formal project delivery framework.

  • Experience working in a hybrid environment, incorporating agile or lean principles where possible.

  • Previously implemented or managed a demand management and prioritisation process for new work requests.

  • Demonstrable work experience in coaching project managers to produce deliverables that meet or exceed the required standards.

  • Experienced in analysing data and producing actionable management information.

Desirable

  • Proficiency in Microsoft Power Apps and Power BI to help us remove administration and reporting tasks that don’t add value.

  • Experience with IT Service Management tools, such as ServiceDesk Plus by ManageEngine.

  • Experience in resource management for an IT department.
