Job purpose summary:

To support the Senior Infrastructure Programme Leader with efficient and effective programme controls and support covering: Cost, schedule, risk, process controls, reporting and governance. Acting in the role of “critical friend” to the Programme Heads and Lead Managers to support them in the delivery of critical milestones as well as issue escalation and resolution for their respective workstream deliverables in relation to the DCO submission & other critical projects at Luton Airport.  The role is contracted at 37 hours per week.

Key responsibilities and accountabilities:

  • Manage the project on a day-to-day basis, including liaising with internal and external stakeholders. Ongoing decision-making within the agreed mandate, with escalation and issue management. Ensure effective processes and controls are adhered to within the DCO operating framework established at LLA.
  • Support the creation and management of the DCO project plan, including issues tracking, timetabling, monitoring of progress, reporting (including the production/delivery of presentations, project updates/ reviews), cost tracking/management, management of gateway/milestone decision making, issue escalation, and timely intervention to ensure the program remains on track.
  • Oversee and manage the critical milestones across departments to ensure timely and quality submissions for the DCO and other critical programmes/projects. This will include supporting functions in drafting LLA’s responses to the DCO consultations (with input from and working with others at LLA)
  • Support the effective management of governance and reporting for programmes/projects and, where required, manage the escalation process to DCO steering group in LLA. This will include attending external governance boards (with Luton Rising) in lieu of LLA Executive and other forums as agreed.
  • Review and recommend current and expected resource requirements and support line in securing that resource.
  • Close liaison with relevant key stakeholders to ensure LLA maintains alignment with the delivery schedule leading up to DCO submission and to support Examination engagement/responses.
  • Deliver, oversee, and support programme reporting requirements, including the establishment and effective implementation of meeting/networking requirements.
  • Maintain project-related documentation, including document control, marking-up, distribution, and archiving as required, including decision logs, etc.
  • Support the procurement, appointment, and management of LLA resources and advisors/consultants, including measurement of performance/delivery.
  • Lead or support other LLAOL programs/infrastructure projects as agreed from time to time.

  • Contribute to delivering a great guest experience by performing your role with accuracy and efficiency. Recognising that every task whether guest facing or behind the scenes contributes to supporting the company’s overall LLA Way Strategy and service standards.
  • Proactively and positively promote the LLA Way initiatives and projects with all employees and the wider airport community.

Qualifications required:

  • Significant demonstrable relevant post-graduate experience in development and programme management with a track record of delivering projects in complex stakeholder environments
  • Experience of working in a similar programme (desired but not essential)
  • Good working knowledge of the principles and requirements of the DCO process (desired but not essential)
  • Strong inter-personal, negotiating, and influencing skills
  • Excellent written and verbal communication skills with the ability to summarise complex issues effectively to gain buy-in from stakeholders
  • Good commercial awareness and ability to effectively balance key programme objectives
  • Excellent stakeholder management skills
  • Good working knowledge of Microsoft Teams, and other Microsoft Office products including the use of MS Project
  • Ability to assimilate complex, volumetric data and to simplify it for users
