What is the purpose of the Forum?

The Airport Transport Forum aims to promote collaboration between the airport operator, local authorities, transport providers, and other relevant stakeholders to enhance public transport and walking and cycling access to the airport, and reduce reliance on private vehicle transport, congestion, and surface access-related emissions.

About the Forum

The LLA ATF comprises a Steering Group, three Working Groups and a Wider Forum.

The LLA ATF Steering Group is responsible for setting strategic direction and providing senior leadership and oversight. It meets twice per year.

There are three Working Groups, each focusing on specific areas of surface access. These groups report to the Steering Group and have defined objectives and timeframes. Each group meets at a different cadence based on their needs, between every 2-3 months.

  • Bus and Coach Working Group – Addresses bus and coach services, including service improvements, regulatory challenges, and accessibility.
  • Rail Working Group – Focuses on rail connections, ticketing and integration with other transport modes and between operators.
  • Highways and Parking Working Group (including Active Travel) – Covers road access, parking policies, and active travel initiatives such as cycling and walking infrastructure.

The ATF Wider Forum includes a broader range of stakeholders and meets once a year in a conference-style format. Its role is to engage in discussions on the Surface Access Strategy and transport issues, bringing together members of the Steering Group, each Working Group, as well as other stakeholders.

Andy is the Commercial Director for GTR, the rail operator for Thameslink services to Luton Airport and also for services that stretch from Bedford & Cambridge down to Hastings and Portsmouth - the largest Train Operating Company in England. GTR operates the Thameslink, Great Northern, Gatwick Express, and Southern brands. Andy has been with GTR since March 2025 and was previously Commercial Director at Greater Anglia, West Midlands Trains and Chiltern Railways. He joined the industry in 2012 and has been heavily involved in developing the air-rail strategy in the TOCs he has worked for as well as at national level.

Antony Swift is Head of Transport Services at Luton Council, focused on delivering a sustainable, inclusive, and accessible transport system for Luton that supports economic growth, improves health, and reduces carbon emissions. A qualified town planner and transport planner, Antony has experience working across place and transport at Buckinghamshire Council and Central Bedfordshire Council previously.

Martin Routledge, Independent Chair, London Luton Airport Consultative Committee, member of the Airport Transport Forum

Martin Routledge, Independent Chair, London Luton Airport Consultative Committee

Martin Routledge has been the Independent Chair of the London Luton Airport Consultative Committee (LLACC) since 2009. He has a military pedigree having served as a regular and reservist in the RAF where in his early career he was a navigator on fighters and then later undertook staff roles in planning, financial programming, international affairs (NATO) and operations. The LACC exists to provide a vehicle for stakeholders such as businesses, council representatives and community groups to raise issues with the Airport’s management with a view to both improving the passenger experience and reducing the Airport’s impact on the neighbouring communities.

Nick Platts, Managing Director, Luton Rising

Nick Platts was appointed Managing Director of Luton Rising, the Luton Council company that owns London Luton Airport and associated assets, in July 2023. Prior to this, Nick had most recently lived and worked in Saudi Arabia for three years, initially as Director of Cargo at Riyadh Airport, and then leading development of the country’s first special logistics zone, Riyadh Integrated. Previously Nick worked for Heathrow Airport Ltd, as Head of Ground Handling and then Head of Cargo. Before that he worked at FedEx Express having migrated to the UK from Australia in 2004. Prior to leaving Australia Nick served in the Royal Australian Air Force for 10 years as a pilot. Nick is responsible for Luton Rising’s wide-ranging development and positive social impact programmes, including sustainability, Luton DART, and leading the project for long-term growth at the company’s largest asset, London Luton Airport.

Oliver Jaycock is Director of Corporate Affairs at London Luton Airport, where he has overall responsibility for communications, marketing, sustainability, and stakeholder and community engagement, and leads the delivery of the airport’s Responsible Business Strategy. With 20 years’ experience in aviation, Oli is a member of the airport’s Executive Leadership Team and has been instrumental in driving its transformation and growth, strengthening customer experience, building trust with communities and partners, and leading the organisation through major industry challenges, including the Covid 19 pandemic. He is a Non Executive Director of the South Midlands Business Board and has previously served as a Non Executive Director of the Bedfordshire Chamber of Commerce.

Sue Jackson, Group Manager – Transport Strategy, Hertfordshire County Council, member of the Airport Transport Forum

Sue Jackson, Group Manager – Transport Strategy, Hertfordshire County Council

Sue is the Group Manager for Transport Strategy at Hertfordshire County Council.  As part of this role she leads the strategy and programme team.  This team is responsible for developing transport strategies and Local Cycling and Walking Infrastructure Plans and play a key role progressing early stage transport scheme development and ensuring that our aspirations for transport improvements are fed into local plans and developer proposals. She also acts as Head of Profession for transport modelling within Hertfordshire County Council.

Toby J France is a senior commercial leader at Arriva UK Bus with extensive experience in public transport strategy, network development, and operational management. Over more than two decades in the bus industry, he has led major service improvements, commercial initiatives, and partnerships that enhance connectivity for communities across the UK.
