Airport Surface Access Strategy

London Luton Airport is the fifth busiest passenger airport in the UK, with excellent transport links connecting it to London, the South East, the East of England and the South Midlands.

As passenger volumes grow, so do surface access journeys by passengers and airport staff. Sustainable Surface Access plays a central role in LLA’s wider sustainability ambitions, including its commitment to achieving Net Zero.

This Airport Surface Access Strategy (ASAS) sets out the roadmap for 2024–2028. It focuses on making surface transport more attractive, sustainable, and efficient for passengers and staff traveling to and from the airport.

Since publishing its first ASAS in 2000, LLA has achieved a significant shift towards public transport use by passengers and employees through strong partnerships, stakeholder engagement, and the support of the Airport Transport Forum. The updated ASAS builds on this success, reflecting the Department for Transport’s guidance and emphasizing sustainability as the airport continues to grow.
